Background

To promote trade globalization and liberalization, the government promulgated the Foreign Trade Act on February 5, 1993. At the same time, in order to help domestic industry to obtain relief and undertake necessary restructuring when injured as a result of imports, Article 18 of the Foreign Trade Act was enacted in accordance with Article 19 of the GATT, giving the Ministry of Economic Affairs the power to establish the International Trade Commission (ITC) to deal with Safeguard cases. In addition, the ITC has the responsibility of injury investigations for countervailing and antidumping cases in accordance with Article 19 of the Foreign Trade Act.
